  Turn on Windows Firewall before you start any programs

Windows Firewall cannot track the state of a program's traffic if the program is started before you turn on Windows Firewall. So, you should turn on Windows Firewall before you start any programs that are listed in the Windows Firewall exceptions list. If you turn on Windows Firewall after you have started programs that are listed in the Windows Firewall exceptions list, you restart your computer and then start your programs.
