The computer doesn't show itself in Workgroup - "Workgroup is not accessible"

Situation: there are two XP computers in the home network. Both are in the same workgroup, same subnet, the same username and password have been created on the both computers.

Problem: when clicking workgroup under My Network Places>Microsoft Windows Network, it displays "Workgroup is not accessible. You might not have per mission to use this network resources".

Analysis: If you have correct configuration, the computer should be able to see itself. If not, it could be that a firewall blocks the sharing, or File and Printer Sharing is not enabled, or the Computer Browser is not running.
