Cause 3: Computer Browser is not running.

To browse a network, you must have the Computer Browser enable. Otherwise, you will receive "Workgroup is not accessible" when access the workgroup.

To check the status of Computer Browser, right-click on My Computer>Manage>Services and Applications>Services. If the Coputer Browser is not running, click start to run it.
